public property empty after reboot

I am using a basic msi project. Have a ForceReboot action during the middle of the install. After the reboot the public property that I need after the reboot is empty. I do have this public property in SecureCustomProperties.
The same exact setup works on all machines except this one machine. Any ideas? Thanks
