This error is typically project specific and can occur if the project uses multiple languages and contains unused entries in the Directory table. To resolve the error:
1. Go to the Releases view in the project and select the release you are currently building.
2. On the Build tab on the right-hand panel, set Keep Unused Directories to "Yes."
3. Rebuild the project.
As a long term solution, any unused Directory table entries in the project should be removed as they are the root cause of the error. Unfortunately, there is no automated process to find unused Directory entries.

HaHa! Each new version of Installshield is like an adventure. You never know what new feature might cause the project problems or a new bug. The suggestion above me finally got rid of the 6041 error I was getting. Perhaps a method of testing the directory table is needed.
