install /r not generating a response file

I've tried it with /f1 option too with no luck. This seems pretty straightforward according to the docs. I am using the professional version as well. Could there be some other setting in my project preventing this? Any help appreciated.

First, are you developing an InstallScript or InstallScript MSI project? Setup.exe generates and reads response files only for InstallScript projects, and not Basic MSI projects.
