how to resolve Error 1714, an older version of the app exists

I have an 2008 InstallShield MSI application that was installed on a computer, but we are unable to reinstall the application. All instances of the application have been removed, both on the local hard drive and the registry, but when we try to re-install the application, we get Windows Installer error 1714, an older version of the application exists. The GUID in C:\Program Files\InstallShield Installation Information has been removed and all entries in the registry have also been removed-any ideas where the probelm in the registry is?

use the windows installer cleanup utility to clean all registry references and cached msi('s).
