Error 1606 most commonly occurs when there is a property and a Directory table entry in an MSI package that share the same name, and the property is set to a value that is not a valid path before the CostFinalize action runs. In this case, some property is being set to a value "ADMINISTRATIVE TOOLS" which is not a valid path. The property is either set to this in the Property table in the MSI package or it is being set at runtime (in which case a verbose log would show what is changing the property value and the name of the property).

You could remove the Directory table entry if the directory does not need to be installed. Otherwise, if there is an entry in the Property Manager, it should be removed from there.

Thanks a lot that helped me to!
I had the same problem with IS2010. I deleted both Dirproperty1 entries from the project and everything works fine.
Cheers Joerg
