does issue IOA-000026947 exist in IS2008

The above issue is known for IS12, I'm facing the same in IS2008
Does it exist in IS2008 as well?

According to our records IOA-000026947 has been addressed in IS2009, but is still present in IS2008. You can check the IS2009 release notes for details.
