Windows 2008 R2, over 2GB file issue

The msi is not able to copy over 2gb file in windows server 2008 R2, the same msi works in Windows XP.
It fails when it's trying to copy the large file, error 1310, system error 131, complaining about permissions to the target folder, but all the other files in msi are able to copy to that folder with no issue.
Any idea?
I've tried compressing that file but it's still over 2GB.

I am having a similar problem. except I am using installshield 2010.

In Windows 7 64 Bit I get error 1310 something about permissions, however in Win XP it installs just fine.
The file that is causing the error is 3GB in size.

Any suggestions how to fix this, so I can get it working on Win7 64 Bit?
