Where is the unlocalized string coming from?

I'm a test engineer, and testing a localized software.
I found an unlocalized string in the software. The developer said it was 3rd party issue. So I wonder if it is really a 3rd party issue? Or it is Windows issue or Install Shield issue?
Please see attached sceenshot for the issue. The dialog occurs when uninstall software while the software is running.

This looks like the FilesInUse dialog. Its entries are provided by Windows Installer.
