Where is "The setup will perform an upgrade" string from?

I am seeing the pop up message says "The setup will perform an upgrade", and want to change it, but could not find the string from ISString.

Does anyone know where this is from?

ISString table contains only text used by msi package.

"The setup will perform an upgrade" message is shown by setup.exe before it launches msi. Setup.exe texts are stored in language ini files:
\Support\0x????.ini

For example, for English(US) it's 0x0409.ini
