Virtual Directory in Subfolder on Server 2008

I've created an MSI package (normal MSI on IS2009) that has to create a VD under the ISV folder in a web site... I do this by specifying the name of the VD as ISV/NameOfVD and this works fine on Server 2003, but not on Server 2008 . . .
On Server 2008, it simply ignores the ISV part and puts it in the Root . . . Is this a bug in IS2009, that it doesn't properly support Server 2008? Or am I missing something?

Anyone know why?

So noone knows why?
This is the log file, where you can see that it doesn't use ISV\NN but changes it to NN - I'm not clear on how or why though!
