Any files required for the setup that do not need to be installed can be included in the Support Files|Language Independent view. The path to these files at runtime is available through the SUPPORTDIR InstallScript variable (note, though, that InstallScript custom actions need to access support files from the SUPPORTDIR property path obtained through MsiGetProperty).
