Upgraded Project issue

I upgraded a project from InstallShield 2009 to InstallShield 2012, and it seemed like everything was going well.

The install built, it signed the assemblies, and all was well. But when I tried to actually install the update, it refused to update any files. The version number registered with Windows Installer was incremented and it said the update completed successfully, but NONE of the files were updated/added. I even went so far as to mark every single file as 'Always Overwrite'.

What is going on? Has anyone experienced this before?
I have been using InstallShield since InstallShield V, and have never run into this issue before.

You will want to generate a verbose installation and determine why file in components are not overwriting existing files.
