Unable to create InstallShield LE Project in Visual Studio 2015

I installed Visual Studio 2015 and Install Shield LE 2015 on a fresh windows 10 install.

When I go to create a new Install Shield Project I get a "external component has thrown a exception". When I click the OK button on the window, since that is the only button there is, the "Creating project 'Setup.isl'" window is still left up.

When I close visual studio it restarts it's self like normal when there has been a crash.

I'm at a loss for whats going on. I've uninstalled and reinstalled Visual Studio and Install Shield a few times. Rebooting after each un/install.

So after all this time and there are no replies?

This is still a problem for me and any time I have to do anythign install shield i have to switch to a different PC to do it.
