Unable to create ISSetup.dll

Hi,
For Basic MSI installer projects:

1. Is ISSetup.dll is required?
2. Will the Custom Actions execute without ISSetup.dll?

I am unable to execute Custom Action in my Basic MSI installer, is this is because of above reasons?

Is Anyone is having any idea about this issue? is it any issue? or the dll is embeded with in the .msi?
