Two MSI's into One + Condition

I have the following issue:

The SQL Server Compact 3.5 SP2 has two MSI's-->32 and 64

for computers with 32--> Install only 32 MSI
For computer with 64 --> Install BOTH : 32 and 64 MSI

How can i create one MSI that will handle both cases?

I have been told to create a "wrapper", any info in how to do that?
