TARGETDIR different on different machines

I have an InstallScript MSI install.

Please help me with this question - it might be a silly one.

Is it possible that when I run the same install on two different machines I get different values for TARGETDIR?

On one I get it as C:\ and on the other as D:\.

Or is it an issue with the install project?

InstallScript MSI projects typically use INSTALLDIR as the installation target location (TARGETDIR is a copy of INSTALLDIR's value). INSTALLDIR is initialized by Windows Installer, and based on the machine the installation is running, the INSTALLDIR path could vary. Most of the time this is because Windows Installer resolves the path to install to a drive on the machine with the largest amount of free space available.

it may be also possible that the OS was installed in D:\ drive on 2nd machine.

When a directory entry fails to resolve it'll usually resolve to the root of the biggest hard drive.
