Suite installer "everything else" condition

I have two packages, A and B. I'd like to set up the Eligibility Conditions like this:

Given a specific set of conditions:
Install Package A

Otherwise:
Install Package B

How do I do this?

On Package A, specify your actual eligibility condition. On Package B, use "None" to negate the eligibility condition of package A in one of two ways:
None > Eligible Package > Package GUID: Package A
or
None > (duplicated eligibility condition of Package A)
