Standard Patch is not installing

I am trying to create a standard patch with a Basic MSI project.

The original installation works fine. So, I created a new project and added the changes, then created a patch in the Patch Design view. It builds fine, but when I try to install it, it get an error, "This patch package could not be opened. Contact the application vendor to verify that this is a valid Windows Installer patch package."

Here is the log that is generated when I run the patch (I'm using Update.exe).

Am I supposed to fill the MsiPatchCertificate table with information?

I worked through this.

I had signed the original installation but didn't fully sign the patch. Or I signed the patch and did not sign the application. I think this caused some irregularities. When I noticed this, I corrected it, rebuilt the patch, and it worked.
