SetupIni.exe for IS2009

1. Is there a setupini.exe for IS2009 ? If so, where can I download it from ?
2. Is there any way to add custom sections to the internal setup.ini used by "Basic MSI" projects ? Documentation for setup.ini says it applies only to InstallScript projects... Does it mean, there is none for Basic MSI projects , or, is it that it is internal?
