Setup launcher include MSI engine fail

Hi all,

I have an Installscript MSI project include MSI engine from setup.exe.
When I launch setup.exe to install Windows Installer 3.1 on Windows 2000 with SP4, the below message was appear.
Anyone encounter this problem before? And how to solve it?
