Setup language not set to OS language..

Hi all,

Our product is multilanguage supported. For windows 2003 SP1, German language, the setup language selection dialog is set to english(default) rather German. In other OS the value is properly set to the corresponding OS languages. Anyone faced this problem?
Please help me out to solve this issue...
