Project for mobile device is not working correctly, during the construction of the project, no error occurs.
When you run the setup installation PC with "Windows Server 2008 with Service Pack 2" Windows Mobile Device Center will not install on your device connected to the PC more, when we run the installer again and select the option to repair ai everything works.
We note also that the installation folder on the desktop this empty only after you run the second time the installer with option to repair files are copied to the installation folder on the desktop.

Would it be possible for you to post your .ise project file to this thread? The custom action that installs mobile device CAB files to the desktop is not executed because the condition is false for some reasons. I would like to see what condition is set to the action in your project.
