Problem with TFS Build

I'm trying to build an InstallShield LE for VS2010 project using TFS Build and I'm getting an error -2200: Could not overwrite "...\SetupProject.isl". Any idea what is causing this?

Also, I'm slightly unclear about what to expect in this case. I have installed VS2010 and ISLE2011 on my TFS machine. When I have it build the IS project that includes "project output" from other c# projects, can I expect that building the IS project will cause the building of the dependent c# projects?
