Populating Remofile dir to remove Installdir
What settings should go in there?
I titled it, in the filekey as installdir
I leave the file name blank.
Installmode to 2, for removal on uninstall not install.
dirproperty to INSTALLDIR.
I'm not sure if the component setting matters.
Yet it still leaves blank folders. The folder is 0 mb and so are the subfolders, but they stay there empty.
This is a msi, not an exe, so I can't use the custom action.

Those settings sound right, though a RemoveFile record won't remove subdirectories (what you've authored will remove only an empty INSTALLDIR when the component you mentioned is removed).
Custom actions will run without a setup.exe, though, so if nothing else, it's not a blocking issue...

Do custom actions require different settings to run as a msi vs an exe?

No, action settings generally shouldn't need to change based on whether the installation is launched from setup.exe or from the MSI file.

For whatever reason, it seems that a deletedir command pointed to "Installdir" works in exe but not in msi. Wonder why.
It's not the if statement i'm using, because a message box proves that it sees the statement.
