On minor upgrade, new file is not placed.

I'm using InstallShield 2018 Premium on Basic MSI project.

On minor upgrade, new file is not placed.But when the installed file is deleted, the deleted file is restored by new file.

The log file says the former not installed is that

"Installed: Absent; Request: None; Action: None;"

But the latter installed but deleted is

"Installed: Absent; Request: None; Action: Local;"

What make this odd behavior?

I'm not using dynamic link.
