.NET Framework 2.0 SP1 prerequisite won't extract locally

Installer insists upon web download and will not proceed without a connection.

dotnetfx.exe is indeed compressed into the executable. The .NET tab is set to 'extract from .exe'

What am I missing here?

Unfortunately, Microsoft seems to only have the Web download version of .NET Framework 2.0 SP1 redistributable package. They do not have the full redistributable package for it.
