.NET 3.5 SP1 Setup Prereq Download

I work in an environment where our development machines aren't allowed to be connected to the internet. This causes difficulties in trying to get add-ons such as setup prereqs.

I installed IS2009, SP2 and download the Microsoft .NET Framework 3.5 SP1.prq file and noticed it had dependencies on dotnetfx35.exe and Helper.exe.

The former I have, the latter I can't seem to download. It says it's available at

http://saturn.installshield.com/devstudio/setuprequirements/Microsoft .net/3.5/Helper.exe

but when I try to enter it into a browser I'm getting a 404 error message.

Does anyone know where to find this file?

I'm using Installshield 2010, and I need to download the helper.exe for MS dotnet 3.5. Where can I find this file? It is not included with Installshield. The link shown above to dwnload the file is not valid anymore.
