License Agreement Text Window is Blank

I have selected a license.rtf file in the Installation Interview section of an msi project but when i run it , the text window is blank.

If I go to the isntallation designer and select the LicenseAgreement dialog and select English the dialog displays with the rtf file in it correctly.

Why doesn't it when I run the installer?
