Interpretation of END-USER LICENSE
The following description is in the license.
> Grant of License. InstallShield Limited Edition for Visual Studio is a functionally limited version of the InstallShield
> software and is intended specifically for use with Visual Studio. Subject to all of the terms and conditions of this Agreement,
> Flexera Software grants Licensee a limited, internal use, non-exclusive, non-transferable license to use the Software solely
> for Licensee’s internal business requirements at Licensee’s site(s) only.
Is it possible to create an installer inside the company and distribute the created installer to the outside?
In other words, commercial use is possible?

Yes, InstallShield Limited Edition can be used for commercial use.
