Installshield for VS2008 Project Won't Load

I have a project that was created in Visual Studio 2008. I have moved the project over to a new computer that is running Windows 7. (It's a 64 bit computer). When I open the solution, it says that my IS project is unavailable. If I try to reload it, it says "Unspecified Error". If I try to create a NEW IS project from within VS, it says "Error loading project".

I have repaired Visual Studio and Installshield to no avail. The project will still open correctly on the Vista computer.

Any advice on how to fix this would be greatly appreciated.

Are you launching Visual Studio as an administrator (through a UAC prompt)? I don't recall 100% if this is required, but it's at least an easy test.
