Installsheild Authoring without admin rights

All: I have users that aren't allowed to have admin rights on my network. They do need to use Installshield authoring tool, and its prompting them for admin rights. Obviously I know its almost alike an oxymoron, but is there a solution around this to make them a power user ? Thanks,

I've tried editing security and adding that user and giving full control.... no dice... ive tried several things with no luck.
