InstallShield has not been initialized error

Re-installed 2012 Spring on Windows 7 but when attempting to build a Visual Studio 2008 project getting this error:

InstallShield has not been initialized. InstallShield must be run at least once by a user with Administrator or Power User privileges.

This use to work. I have full Administrator privileges.

Any ideas please?? Thanks.

Have you launched the main InstallShield IDE, or launched Visual Studio with "Run as administrator" and then loaded your InstallShield project?

Thanks for the reply. I don't get the error when I "run as administrator" but as soon as I try to build in Visual Studio as a "normal user" I get the error.
