InstallShield Upgrade Failed with Error Code 404

I'm running Visual Studio 2013 with InstallShield 2014 Express. Every time I run Visual Studio, the following window pops up asking me to upgrade.



And, after I click "Next", the error message shows up as shown below.



Please help. Thanks.

BTW, clicking on "Insert Image" icon above on message editor will make the entire screen disabled.
