InstallShield 2010 random failures on Windows7

I have used InstallShield and IsCmdBld.exe for a long time on WinXP with anti-virus installed. Now, on Windows 7 I get random failures, mostly "an error occurred streaming BLAH into setup.exe". Flexera suggested I investigate my anti-virus program which is Symantec Endpoint Protection. So far I can only package when SEP is completely uninstalled.

Has anyone else had trouble packaging on Windows 7? (64-bit)
Is it related to anti-virus or to Windows 7?

We have a couple dozen build VM's running Windows 7 (x64) with Visual Studio 2008/2010 and IS SAB 12, 2008, 2009, 2010 and WiX 3.0.

I haven't seen any problems.

No, we do not currently. We may be forced to one day but for now we resist. We are holding the line with IT by reminding them that all of our inputs are scanned and all of our outputs and integration test labs are scanned. It would be a huge performance hit for us to start scanning during our builds.
