Install to GAC .net 4.0

We recently upgraded our projects to .net 4.0
Since doing so, nothing is being installed to the GAC. I made sure that I am poiting to the correct .net framework in installshield options. Its poitintg to C:\Windows\Microsoft.NET\Framework64\v4.0.30319 and the correct for 32 as well.
I verfied that these install to the GAC using GACUTIL and all this worked before the upgrade to 4.0.

Any ideas?
