Install shield 2022 - Custom Action not working - Install Struck

Migrated from 2020 to 2022, able to create a build and successfully install using 2020. Once after upgrading to 2022, able to create build successfully but not able to install in Windows 10 Enterprise but we are able to install in Windows Server 2019 and Windows 11 Pro.

Getting this error in the logs,

Take a look at the following article to see if this helps - this is a known issue due to a Windows update.

What would be the recent windows update to be installed ? Installed the updated mentioned in the link, still not working.  Any thing I can check to narrow down more ?

Is there any news on this issue? I'm also experiencing the same on clients with Windows 10 Enterprise.
