IS2020 express edition build errors in MSBuild

[CIOOF2020]

getting below error when building installshield using IS2020 express edition.

No outputs for project "ALpha.DATA.IO_Interfaces" were provided, but the installation project references "ALpha.DATA.IO_Interfaces.Built

.isproj all references added as below.

<ProjectReference Include="..\..\..\ALpha.DATA.IO_Interfaces\ALpha.DATA.IO_Interfaces.vbproj">

            <Name>ALpha.DATA.IO_Interfaces</Name>

        </ProjectReference>

pls help to resolve this.
