ICE21 Error. Is this safe to Ignore?
Is an ICE21 error safe to ignore? I encounter a Component: '[dllname]' does not belong to any feature.
Could I just leave it be? Would it cause no installation issues?

While this shouldn't be possible, the ICE indicates that there are components in your project that have no feature association. These components won't be installed at runtime.
In the Components view in the project, check to see if any components have a red exclamation mark on them. If there are any, these components are not associated to features. To associate them, go to the Setup Design view, right-click an existing feature and select Associate Components. This will bring up a dialog with all current components that do not have a feature association.
