How to setup user defined install directory

I am using Visual Studio 2015 InstallShield Limited Edition Project, after I configure all the setting, including [INSTALLDIR] , however when end user start to use and install, for example I set the default install folder as C:\Software, now user change to D:\Software, after installation finish, he did not see any files installed in D:\Software, the installshiled only created the folder but unable to copy the files into the folder created by user. Please let me know how to let user choose or modify install directory.

I do not know exactly what the problem is caused by, but what is your INSTALLDIR 's parent directory?

I understand that having it set to [PrimaryVolume] can cause problems sometimes, (but I have not observed it cause this specific problem).
