This thread should help
https://community.flexerasoftware.com/showthread.php?230207-Config-file-text-logic-when-upgrading-reinstalling
Also search for "Using Windows Installer Properties to Dynamically Modify Text Files" in Help.
One way to get the IP Address is to do a custom action that uses IPCONFIG to retrieve the IP Address.
Can you add a text box for the user to enter the Instance name in one of your dialogs?
