How do you activate this stuff

It keeps sending me around in circles. I add the project and it brings me to the website to download although I already installed it. Does this thing not work? And yes I have the serial but what do I do with it. The email does NOT tell me how to activate.

I kept hitting the same Setup And Deployment Template. Now I see there is new one. Adding that new project type gets me going down the right path.
