How different InstallShield version to Determines Which Language the Installation Runs In ?

Could you give the Determine policy Difference on 'InstallShield 2012 Spring Permier', 'InstallShield 2012', 'InstallShield 2011'
If you can give a difference summay that include more Installshield versions, It will be Great!

Also Could you confirm my below questiones:

1. InstallShield 2012 Spring Permier match User locale with high priority than System Locale ?
I get this information from the help CHM and below site:

Also I did test with a simple Setup.exe which build by InstallShield 2012 Spring Permier, It's exactly worked as this.

2. Installshiled 2010, 2009 determine systemโ€™s language and ignore User local setting ?
I get this information from this site:

I build each Setup.exe Installshiled 2010 and 2009 and test the Setup.exe, It indeed determines the target systemโ€™s language
and ignore the user locale setting

3. Installshiled 2012 determine systemโ€™s language, seems sams as Installshiled 2010 and 2009 ?

Any help? It is a urgent issue for me. ๐Ÿ˜ž

My Setup.exe Build with InstallShield 2012 Spring Permier Basic MSI project,
I want the Setup.exe match System's Language with high priority than User's Language when I launch it.
Is there any way can to do this?
If I change the project Type to "InstallScript MSI" or "InstallScript", it's possible for me to implement that?
