Microsoft doesn't support installing Windows Components using an external installer.
What you can do is a System Search for a known registry key or other known item and if not found then display a prompt to the user to go install whatever it is that you require in the Windows Components.
This insulates your installer from two things
1. Sudden changes Microsoft might make causing your install to fail.
2. Bugs or limitations in their stuff from giving your installer a black eye.
