Errors 1208(ANSI code page...) in English (U.S) Windows XP SP3

Hello,
I have been working with Multiple languages installer is created in a InstallShield 2010 SP1 MSI project.(e.g.English(U.S),Chinese (P.R.C.),Japanese, Korean,Thai)
The following issue occurred in English (U.S) Windows XP SP3 :
TroubleShooting Tips
Run the setup and select another(e.g.Korean) language.
a "1208 ANSI XXXXXXX XXXXXX "Message occurred. It is not installable.
Description:
ANSI code page for is not installed on the system and therefore setup cannot run in the selected language. Run the setup and select another language.

It was indicated that Fixes issue (IOC-000081558) by InstallShield 2010 SP1 Release Notes(Q200329)
Can anyone tell me how to solve this issue.and by the way skip "GetLocaleInfo" when run in the selected language.
