Error parsing installer setup file

I get this error when running a set that I just built.

An error occured while parsing installer setup file '.....\setup.ini'
or
the file could not be located.
--------------------------------------------------------------

I tried search the community but the forum search seems to be broken when I seach for 'error parsing installer setup file'.

Here is a screen shot of the error message with the product name in the path blocked out.

I tried uninstalling and reinstalling InstallShield, cleaned up any excess folder, etc..... and I still get this error.
