Error at repairing license - offline activation

Hello,

after moving a VM to another server, InstallShield 2008 reports its license as broken. I started the repair activation for offline activation (no Internet Connection at the VM) and requested a new key (whatever).
To enter the activation response I tried to restart the Activation Wizard and now its crashing at every startup.

How can a get it to work again?

this is my problem too... any info on how this is resolved? I have found plenty of references to the problem, with no resolution. My workload is piling up waiting on a resolution to this problem.
