Error Reading Setup initialization File

I am trying to install InstallShield 2008. When I click on the Setup Launcher
I am getting this error "Error Reading Setup initialization File".

What does this mean and how do I resolve this issue?

check to see if you have the .ins file with the setup.
if yes, it might be corrpted.
