Whenever I attempt to run my installation, I receive the following error:

That last time I built and ran this project was in June 2009 and I didn't receive this error??

This error is indicates a failure to open or initialize the compiled script for the installation.

Is the project building and compiling with no errors? Does this behavior occur with a sample project built in IS 2009?

I had a similar issue long back.
Try running the setup again after deleting "InstallShield" folder @ C:\Program Files\Common Files\
