Error 7132 on first compile after an upgrade

I'm evaluating InstallShield 2008 Premier Edition and am attempting to upgrade our Install Shield 8.2 (the current version we are running) project.

After "resolving" a 6118 error by removing the Japanese language versions of our custom and customized dialogs (I'm going to redo them anyway) I am now getting the 7132 error. Specifically:

Description
An error occurred streaming ISSetup.dll support file C:\ProjectPath\Setup.inx

Error Code -7132

I've only seen this error refered to as a IS2008 Beta issue that has since been resolved, but I am seeing this with the released evaluation version. Please help me solve this before my evaluation runs out in two weeks so I can decide if upgrade is plausable.

Perhaps your projects includes obl files created with another version of IS? This was the case when i got this error after conversion of my projects.
