Error 1310. Error writing to file...

Any idea why an MSI setup would work succesfully on one machine and would error on another one?
Here is the error that I sometimes get when I run my setup (during copying files):
Error 1310. Error writing to file: C:\Program Files\MyProduct\My FileName.Verify that you have access to that directory.

Perhaps the two systems or accounts have different permissions? KB article Q108079 says a bit more about it, too.
